PVCHR intervened a case of police torture of dalit Boy Mr. Shaial Nut Son of Mr. Sanjay Nut Resident of Newada village police station Lanka,Varanasi in India. It is a pathetic and barbaric torture of a child in police station.After complain,NHRC filed case in 2013 and issued notice to state Government. Then NHRC gave  order for compensation of one hundred thousand and disciplinary action against responsible police officials. But no compliance, then now again PVCHR did fact finding,analysis and intervene with support of The United nations Voluntary Fund for Victims of Torture.Then NHRC gave recent follows order:

Case Details of File Number: 20381/24/72/2013 

Despite sufficient time and opportunity having been given, the requisite reports in the aforesaid cases have not been received. In these circumstances, let summons be issued for the personal appearance of the concerned State Authorities before the Commission on 31.10.2017 at 1:00 P.M. along with the requisite reports and also an explanation for delay in submission of the reports. It is to be reminded that in the absence of the explanation as called for as above, the Commission may recommend appropriate action against them to the State Government. In case the reports are received on or before 24.10.2017, the personal appearance of the said authorities shall stand dispensed with. Copies of the last proceedings be also transmitted to the concerned authorities.

On 23 October 2017, Government of UP issued order for immediate action agaisnt police officials and payment of compensation. Government also gave order for recovery of amount of compensation from responsible police officials.

Practice of torture must be eliminated to restore the #dignity of humanity. No society and government can claim to be civilized, democratic and peaceful, if practice of torture allowed. Conflict inside any nation-state is responsible for creating conflict with neighbouring countries. So we need to work on grassroots level for elimination of locust effect of torture and hegemonic masculinity based organized violence .In this context, India should be join process for torture and organized violence free world.

3 अक्टूबर 2017, वाराणसी, मानवाधिकार जननिगरानी समिति/जनमित्र न्यास, संग्राम, जीवन ज्योति संस्थान, गाँव के लोग (पत्रिका)/मिडिया विजिल, मुंशी प्रेमचंद युवा पंचायत और सावित्री बाई फूले महिला पंचायत के संयुक्त तत्वाधान में “यातना पीड़ित के समर्थन में लोक विद्यालय” का आयोजन पराड़कर स्मृति भवन, मैदागिन, वाराणसी में यूनाइटेड नेशन फण्ड फॉर टार्चर विक्टिम्स के सहयोग से आयोजित किया गया |

कार्यक्रम की शुरुआत विषय प्रवर्तन रखते हुए मानवाधिकार जननिगरानी समिति के निदेशक डा0 लेनिन रघुवंशी ने बताया कि आज के इस कार्यक्रम का मुख्य उद्देश्य चुप्पी की संस्कृति को तोड़ते हुए बोलने की कला सिखाने के लिए लोक विद्यालय का आयोजन किया जाता है उन्ही लोक विद्यालय/फोक स्कूल से निकलकर आज ये सभी पीड़ित यहाँ पर आकर इस मंच से अपने संघर्ष की कहानी बयान कर रहे है और मजबूती के साथ अन्याय के खिलाफ लड़ते हुए अन्य पीडितो को भी जागरूक करते हुए उन्हें न्याय दिलाने की मुहिम में शामिल है |

सुप्रसिद्ध समाजसेवी और मानवाधिकार कार्यकर्ता डा0 लेनिन रघुवंशी द्वारा लिखित पुस्तक “न्याय, स्वतंत्रता, समता : आजाद भारत में दलित” का विमोचन किया गया |  

इसके साथ ही सुप्रसिद्ध युवा समाजसेवी श्री आशीष अवस्थी और धनञ्जय त्रिपाठी को “जनमित्र सम्मान” से सम्मानित किया गया |

कार्यक्रम के मुख्य अतिथि सुप्रसिद्ध लेखक, कवि व सामाजिक कार्यकर्ता श्री अभिषेक श्रीवास्तव ने कहा कि आज भारत को अत्याचार मुक्त बनाने में संस्था द्वारा चलाये जा रहे लोक विद्यालय का महत्वपूर्ण योगदान है क्योकि लोक विद्यालय में सभी यातना पीड़ित एक जगह एकत्रित होकर जब अपनी स्व व्यथा कथा को एक दूसरे के साथ साँझा करते है तो उनके अन्दर की पीड़ा और डर दोनों निकल जाता है |

संस्था की प्रोग्राम डायरेक्टर शिरिन शबाना खान ने यूनाइटेड नेशन फण्ड फॉर टार्चर विक्टिम्स द्वारा संस्था के साथ मिलकर यातना पीडितो को जो मानसिक सम्बल प्रदान करने का कार्य किया है वह सराहनीय है और पीडितो को न्याय दिलाने की प्रक्रिया को और मजबूती प्रदान करता है |  

अध्यक्षीय वक्तव्य देते हुए यश भारती सम्मान प्राप्त और संस्था के संस्थापक सदस्य प0 विकास महाराज ने कहा कि यातना पीड़ित जो आज यहाँ पर दूर दूर व अलग अलग राज्यों और शहरो से आये है एक दुसरे से मिलकर उन्हें एक हिम्मत मिलेगी कि  उनके साथ और भी लोग उनके इस दर्द में सहयोगी है और उन्हें संघर्ष और अन्याय के खिलाफ लड़ाई जारी रखने में हिम्मत मिलती है | इसके साथ ही न्याय पाने की मुहिम को जारी रखने और अन्य पीडितो के अन्दर अन्याय के खिलाफ संघर्ष करने और न्याय का राज स्थापित करने के लिए एक नई आस की अलख जगाने का भी कार्य करते है |

बड़कागाँव – हजारीबाग़, झारखण्ड, अम्बेडकरनगर, सोनभद्र और वाराणसी जिले से आये पीडितो ने अपनी स्व व्यथा कथा रखी और कहा कि हम अन्याय के खिलाफ हमेशा संघर्ष करते रहेगे और संविधान को जमीनी स्तर पर लागू होने और न्याय मिलने तक यह संघर्ष जारी रहेगा |

कार्यक्रम का संचालन श्रुति नागवंशी और अनूप श्रीवास्तव ने किया | धन्यवाद ज्ञापन डा0 राजीव सिंह ने दिया |

कार्यक्रम का समापन सोनभद्र के रौप गाँव के घसिया जनजाति के कलाकारों द्वारा करमा नृत्य की प्रस्तुति से किया गया | ये सोनभद्र के वही जनजाति समुदाय के लोग है जिनके यहाँ भूख और कुपोषण से 18 बच्चो की मौत हो गयी थी और इन्हें जमीन से बेदखल करने के लिए पुलिस ने इनकी पिटाई की थी और इनकी महिलाओ के साथ अभद्रता की थी | जिसके खिलाफ ये लोग आज भी संघर्ष कर रहे है और मजबूती के साथ अन्याय के खिलाफ लड़ते हुए अपने गरिमामय तरीके से जीवन यापन कर रहे है | साथ ही इनकी पहचान भारत में करमा नृत्य कलाकार के रूप में इतनी प्रसिद्ध है कि ये लोग भारत के पूर्व प्रधानमंत्री और राष्ट्रपति के साथ भोज के लिए भी आमंत्रित किये गए थे |  

इस कार्यक्रम में झारखण्ड, अम्बेडकरनगर, सोनभद्र और वाराणसी से सैकड़ो पीड़ित एक दुसरे के समर्थन में एकत्रित हुए | जिसमे झारखण्ड से ओमकार, पवन राय, इमाम, सावित्री, शिव शंकर राय, अम्बेडकरनगर से मनोज सिंह, प्रदीप, राजेश मुसहर, सोनभद्र से पिंटू गुप्ता, मुन्नी लाल, निजाम, वाराणसी से छाया कुमारी, फरहत, शिव प्रताप चौबे, पूजा, ज्योति, अनामिका, घनश्याम, आनंद, राजेन्द्र प्रसाद, आदि लोग शामिल रहे |

महोदय,

      तृतीय दुनिया में बंधुआ मजदूरी विश्वव्यापी समस्या है | भारत व उत्तर प्रदेश भी उससे अछूता नहीं है |

      बंधुआ मजदूरी की समस्या को ईमानदारी से स्वीकार करने के लिए उत्तर प्रदेश सरकार को साधुवाद | शासन स्तर से उत्तर प्रदेश में बंधुआ मजदूरी को ख़त्म करने का त्वरित हस्तक्षेप किया गया है |

      गरीबी जातिगत सामंती व्यवस्था व उसकी सोच, पितृसत्ता एवं जानकारी के अभाव में बंधुआ मजदूरी को बनाये रखा है, किन्तु बंधुआ मजदूरी के मुक्ति व पुनर्वासन के साथ उन्हें शिक्षा, स्वास्थ्य व अन्य सामाजिक कल्याण की योजनाओ से जोड़ने के बाद बंधुआ मजदूर स्वयं आज सामाजिक कार्यकर्ता बनकर मूल कारणों के उन्मूलन में लग गए है |

      इसी परिप्रेक्ष्य में यदि उत्तर प्रदेश शासन The Building and other Construction works welfare board की योजनाओ से ईंटभट्टा के मजदूरों एवं खनिया मजदूरों (जिन खनिया का Materials मकान निर्माण में लगता हो) को जोड़ा जाय तो ऐतिहासिक रूप से बंधुआ मजदूरी पर रोक लगायी जा सकती है |

Sir and madam,

Greetings from Varanasi, the city of pluralism and diversity, in India. Varanasi, also known as Banaras or Kashi, is one of the oldest inhabited cities in the world dates back to the 11th Century BC; the city of temples situated on the banks of holy Ganges incorporating different schools of religious thoughts make Varanasi the centre of attraction among people across the globe.

From this sacred place, may I take this opportunity of calling for a ‛‛Neo-Dalit’’ Movement – combining shudras and ati-shudras from all regions who have been systematically subjugated over the centuries due to their caste or religion.

With this end in view, the Neo Dalit Convention has been called on 9 August 2018, celebrating the occasion of Quit India Movement, at the Moolgadi Kabirchaura Math, Varanasi, India. It is going to be one step further after the Banaras Convention for better India and for better world.

In today’s parlance, as you might kindly appreciate, the main problems facing the country come from a ‛‛culture of impunity’’ - which is a shared belief that few can act without being accountable for their actions – at social, economic and political level.

At the convention, it will be my endeavour to explain why this popular movement is going to be the best way to remove this ‛‛culture of impunity’’ and most importantly, how best the opinion leaders from all communities have a great role to play on this major gathering. My understanding is that many problems that India faces today are linked together and therefore, cannot be separated, both in understanding and resolution. For that reason, the most effective way to resolve them is to address the problem in a comprehensive approach that takes into account the political, economic and sociological issues and seeks solutions which would take care of those different yet ‛‛linked problems’’, based on a popular movement.

I would cordially invite you as a distinguished guest for the programme to be an ambassador of sustainable peace with justice so we may be benefited from your rich experience especially in our crusade against sectarian thinking and communal fascism.

The dark side of India

They are called “#Dalit” and 160 million across #India. They are members of the lowest caste of the Hindu social and religious system, thrown from the local traditions to the most infamous places in the country to perform the most degrading and odious works. That of the Dalit is considered a caste like all others but reality tells differently . It is the marginalisation to condemn these people to accept poverty and misery. In #Varanasi, the Indian city that lies on the banks of the #Ganges, there are furnaces in which these new slaves, guilty of belonging to the “caste of the impure”, producing and transporting bricks on the back or on the head for an economic figure barely useful for survival. Women and young, often children, working ceaselessly for hours, surrounded by highly harmful dust, and under the sun that chokes throughout South Asia. There is no air between the stones of Varanasi, but most a health protection system, hygiene and safety lack completely. Everyone seems to know, but there are very few who fight against this injustice. The dark side of India is a photo-reportage by Luca Catalano Gonzaga funded by Nando and Elsa Peretti Foundation in collaboration with the NGO #PVCHR that wants to tell about the slavery of the “Dalit” in what is considered the most populous democracy in the world: India.
