Official government records can provide important evidence of the efforts made by human rights organisations to seek accountability, justice and the protection of individual rights.
On 29 November 2012, the Government of Uttar Pradesh, Confidential Department–7 (Gopan Anubhag–7), issued an official communication concerning a representation submitted on 23 July 2012 by Dr. Lenin, then General Secretary of the Manavadhikar Jan Nigrani Samiti (PVCHR).
The letter refers to Nazar Khan, resident of Chilla, Amroha, and Afzal Sher Khan, resident of Mohalla Nal, Nai Basti, Amroha, who had been detained under the National Security Act (NSA).
Importantly, the government communication records that both NSA detainees had already been released from detention on 3 April 2012. It further requested that the relevant entries be removed from the concerned computer records.

This official communication is part of PVCHR's documentary record of its engagement with government authorities concerning cases involving detention and human rights.
The document demonstrates how a representation submitted by a human rights organisation entered the official government correspondence system and resulted in an administrative response concerning the status of the two detainees.
The letter is therefore an important archival document—not only because it records the release of Nazar Khan and Afzal Sher Khan, but also because it preserves a part of PVCHR's human rights documentation from 2012.

उत्तर प्रदेश सरकार के अभिलेख में दर्ज: रासुका बंदियों नज़र ख़ाँ और अफ़ज़ल शेर ख़ाँ की रिहाई

मानवाधिकार के संघर्ष में सरकारी अभिलेख अक्सर उन प्रयासों की महत्वपूर्ण गवाही बन जाते हैं, जिनके पीछे नागरिक समाज और मानवाधिकार संगठनों की लगातार पहल होती है।
29 नवंबर 2012 को उत्तर प्रदेश सरकार के गोपन अनुभाग-7 से जारी यह आधिकारिक पत्र मानवाधिकार जननिगरानी समिति (PVCHR) के तत्कालीन महासचिव डॉ. लेनिन द्वारा 23 जुलाई 2012 को भेजे गए पत्र के संदर्भ में जारी किया गया था।
पत्र में रासुका (राष्ट्रीय सुरक्षा अधिनियम) के तहत बंदी बनाए गए नज़र ख़ाँ, निवासी मोहल्ला चिल्ला, अमरोहा, तथा अफ़ज़ल शेर ख़ाँ, निवासी मोहल्ला नल, नई बस्ती, अमरोहा, के मामले का उल्लेख है।
सरकारी पत्र में स्पष्ट रूप से दर्ज है कि उक्त दोनों रासुका बंदियों को 03 अप्रैल 2012 को रासुका से अवमुक्त किया जा चुका था। पत्र में संबंधित कंप्यूटर सूची से उनका नाम हटाने के लिए आवश्यक कार्रवाई करने का भी अनुरोध किया गया।
यह पत्र उस समय PVCHR द्वारा उठाए गए मानवाधिकार संबंधी मामलों और सरकारी तंत्र के समक्ष की गई संस्थागत पैरवी का एक महत्वपूर्ण दस्तावेज है। यह भी दर्शाता है कि मानवाधिकार संगठनों द्वारा की गई शिकायतों और प्रतिनिधित्वों के बाद सरकारी स्तर पर मामलों की समीक्षा और अभिलेखीय कार्रवाई होती थी।
एक दस्तावेज़, एक संघर्ष की गवाही
PVCHR के अभिलेखों में संरक्षित ऐसे दस्तावेज़ केवल प्रशासनिक पत्राचार नहीं हैं। वे उन नागरिकों की स्वतंत्रता और अधिकारों के लिए किए गए प्रयासों का हिस्सा हैं, जिनके मामले संगठन के माध्यम से सरकारी संस्थाओं तक पहुँचाए गए।
29 नवंबर 2012 का यह पत्र इसलिए महत्वपूर्ण है क्योंकि इसमें सरकारी स्तर पर यह दर्ज किया गया कि नज़र ख़ाँ और अफ़ज़ल शेर ख़ाँ 03 अप्रैल 2012 को रासुका से मुक्त किए जा चुके थे।
