Dear Friends,

 

Peoples' Vigilance Committee on Human Rights (PVCHR) got information that Vinod Kumar Gupta resident of house no. 137 Mohalla, Sipah, under jurisdiction Kotwali District –Jaunpur of Uttar Pradesh,India is continuously tortured in the police custody from last 7 days. Now Vinod Kumar Gupta is under the psychological trauma.

 

Case detail: 

Mr. Vinod Kumar Gupta s/o Ram Ji Gupta resident of house no. 137 Mohalla, Sipah, under jurisdiction Kotwali District –Jaunpur of Uttar Pradesh. On 24th January, 2010 at 6 am in the morning police forcefully took Mr. Vinod Kumar Gupta in custody from his house. The police is continuously tortured him in the custody from last 7 days and now he is under the psychological trauma as stated by his father and relatives.    

Vinod Kumar Gupta is a working as a private driver and on 23 January, 2010 night around 12 am he was returning with his head and in the way near to Pindra 4 unknown person stopped and looted the gold carried by his head. 

On next day of the incidence i.e. on 25 January, 2010 Vinod father filed case in civil court under ACJM VII and plead to direct SHO, Phulpur to immediately produce Mr. Vinod Kumar in court so, victim father may apply for his bail.  Hence, on 26th January, 2010 Vinod father by hand gave letter to I.G, Varanasi zone and fax to Chairperson, National Human Rights Commission, New Delhi.  The Honorable Supreme Court of India has issued certain guidelines D.K Basu Guideline vs. State of West Bengal to be followed without failure by the law enforcement officers during the time of arrest, questioning and detention of suspects. Even though the violation of the order of the Supreme Court of India could be considered as contempt of court, the Supreme Court is yet to take any action towards this end, in spite of the fact that several cases were brought to the court's attention.  The many of the worst forms of torture used by the police were perfected during this period. These included the "aeroplane treatment" (tying the hands of the suspect behind his back and then suspending him from a beam, leading to shoulder dislocation) and the cattle prod or roller treatment (rolling a wooden log on the suspect's legs). The officer said rape and sexual humiliation of female prisoners also happened during this period. It is clear violation of Directive and guideline of Honorable Supreme Court in the case of   D.K Basu Guideline vs. State of West Bengal.

 

Therefore it is kind request to immediate instruct to the Government of Uttar Pradesh to take immediate & appropriate action in the context of Article 21 of the Constitution.

Call for nominations for Gwangju Prize for Human Rights Award 2010.

Each year, the May 18 Memorial Foundation announces this award in a spirit of solidarity and gratitude to those who helped them in their struggle for democratization.  The award goes to one individual or organization who has contributed to the promotion and advancement of human rights, democracy and peace in their work.

 

Candidates eligible for the Gwangju Prize for Human Rights are nominated by other individuals or organizations. An individual cannot nominate himself or herself.  

 

Core criteria:

1) An outstanding person or group who is active in the promotion and advocacy of Peace, Democracy and Human Rights.

2) A person or group working for the reunification of Korea.

Nominations will be taken from November to the first week of May. Preliminary and final reviews of nominees take place from May to April, and the winner of the Gwangju Prize for Human Rights Award will be announced in the last week of April.

November 2009

Announcement and nomination forms are sent out. The Committee sends out invitation letters containing forms to persons who may be interested in making a nomination.

 

01 March 2010

Deadline for submission of the form and related documents. The Committee assesses the candidates' work and prepares a shortlist.

 

April 2010

The committee reviews the shortlist and consults advisers as to their knowledge of chosen candidates. The advisers do not directly evaluate nominations nor give explicit recommendations. On April 23, 2010, committee members will choose a winner and the next day a public announcement and press conference will be held to announce the winner.

 

18 May 2010

Gwangju Prize for Human Rights Award Ceremony. The prizewinner receives the award.

The Gwangju Prize for Human Rights Award will be presented to the laureate at a ceremony in Gwangju, Republic of Korea on May 18, which is the 30th Anniversary of the Gwangju Uprising. The Award consists of a gold medal, a certificate and a 50 Million Korean Won (KRW 50,000,000.00) grant to support the ongoing work of the laureate.

The annual Gwangju Prize for Human Rights has the following aims:
1) To enhance the spirit of the May 18 Democratic Uprising by recognizing individuals, groups and institutions who have contributed to protecting the human rights of the excluded, impoverished and disempowered at the grassroots level.

2) To reward individuals, groups and institutions for promoting the goals of the May 18 Democratic Uprising as a movement toward peace, unification and cooperation.

Gwangju Prize

for Human Rights Award 2010

 

 

 

 

 

The Gwangju Prize for Human Rights was established to celebrate the spirit of the May 18 Gwangju Uprising by recognizing both individuals, groups or institutions in Korea and abroad that have contributed to the promotion and advancement of human rights, democracy and peace in their work. Each year, the prize is awarded by the citizens of Gwangju in a spirit of solidarity and gratitude to those who have helped them in their struggle for democratization and their search for truth. It is hoped that through this award the spirit and message of the May 18 Uprising will be immortalized in the hearts and mind of humankind.

 

The annual Gwangju Prize for Human Rights has the following aims: 1) to enhance the spirit of the May 18 Democratic Uprising by rewarding individuals, groups or institutions in Korea and abroad for their contribution to improving human rights and peace throughout the world; and 2) to recognize individuals, groups and institutions in Korea and/or abroad who are promoting the goals of the May 18 Democratic Uprising as a movement toward unification and cooperation. Prize money amounting to KRW 50,000,000.00 (50M Korean Won), a gold medal and a certificate will be awarded to the winner.

The Gwangju Prize for Human Rights Committee

 

The Gwangju Prize for Human Rights Committee is responsible for the selection of the candidates and the choice of Prize Winner. The Committee is composed of individuals appointed by the Board of the May 18 Memorial Foundation.

 

Information about the nominations is confidential. Disclosure is highly restricted.
