सोनभद्र नरसंहार कांड: नहीं हुआ न्याय, नहीं मिला हक़, आदिवासियों के मन पर आज भी अनगिन घाव

 आदिवासियों की जिंदगी बदलने के लिए लंबे समय से मुहिम में जुटीं श्रुति नागवंशी कहती हैं, “कुछ महीने बाद यूपी में विधानसभा चुनाव की मुनादी हो जाएगी। आदिवासियों पर सियासत करने वाले नेताओं का दिल तभी आता है जब चुनाव नजदीक होता है। सोनभद्र के आदिवासियों की ज़िंदगी में झांकने की कोशिश आज तक नहीं हुई। समाज का यह तबका तो आज भी नाम के लिए ही नागरिक है।”



सोनभद्र नरसंहार कांड के दो बरस गुजर जाने के बावजूद आदिवासियों के घाव पूरी तरह नहीं भरे हैं। इनके मन पर कई घाव ऐसे हैं जो सत्ताधीशों को नहीं दिख रहे हैं। मानवाधिकार के लिए काम करने वाले एक्टिविस्ट डॉ. लेनिन रघुवंशी कहते हैं, “विश्व जनसंख्या दिवस के मौके पर होने वाले विमर्श में आदिवासियों की घटती संख्या पर चिंता सिरे से गायब दिखती है। दुनिया की आबादी बढ़ना बहुत चिंताजनक है तो आदिवासियों की आबादी घटना भी कम फिक्र की बात नहीं है।”

रघुवंशी यह भी कहते हैं, “दुनिया तो बस यही जानती है कि मौजूदा समय में आदिवासियों, वनवासियों और दलितों के बीच जो धार्मिक और सांस्कृतिक परंपरा, रीति और रिवाज हैं वे सभी प्रभु श्रीराम की देन है। श्रीराम भी वनवासी ही थे। उन्होंने वन में रहकर संपूर्ण वनवासी समाज को एक दूसरे से जोड़ा और उनको सभ्य एवं धार्मिक तरीके से रहना सिखाया। बदले में श्रीराम को जो प्यार मिला वह सर्वविदित है। लोक-संस्कृति और ग्रंथों में जो कहानी लिखी है उसके मुताबिक राम आज इसीलिए जिंदा हैं कि वो ऐसे पहले व्यक्ति थे जिन्होंने धार्मिक आधार पर संपूर्ण अखंड भारत के दलित और आदिवासियों को एकजुट कर दिया था। आदिवासियों को भरमाने के लिए तमाम हिन्दूवादी संगठन उनके प्रति अनुराग तो दिखाते हैं, लेकिन वर्ण व्यवस्था में इन्हें सबसे निचला पायदान भी देते हैं। भाजपा सरीखे सियासी दल आजकल आदिवासियों को क्यों हिंदू बताते घूम रहे हैं?  अंदरखाने में झांकेंगे तो जवाब मिलता है- सिर्फ और सिर्फ वोट के लिए। नेताओं को पता है कि मौजूदा दौर में आदिवासियों की 10 करोड़ की सघन आबादी सियासत का रूख बदलने की भूमिका में है।”

सोनभद्र के ज्यादातर आदिवासियों की जिंदगी आज भी गुलामों जैसी है। इनके बच्चों के लिए न शिक्षा की कोई पुख्ता व्यवस्था है, न ही इनके लिए दवा-इलाज और शुद्ध पेयजल है। पहले कांग्रेस इनका उपयोग करती थी और अब भाजपा कर रही है। सोनभद्र के आदिवासियों पर बेहतरीन रपटें लिखने वाले पत्रकार राजीव मौर्य कहते हैं, “उभ्भा नरसंहार कांड के बाद से यूपी के मुख्यमंत्री योगी आदित्यनाथ आदिवासियों की बदहाली के लिए पूर्व की कांग्रेस सरकार को जिम्मेदार ठहरा रहे हैं। ठीक उसी तरह जैसे देश की हर समस्या के लिए पीएम नरेंद्र मोदी और अमित शाह, कांग्रेस और नेहरू को जिम्मेवार ठहराते हैं। अब यह फिक्स मैच बन चुका है। सत्ता में बैठे लोग अपनी जिम्मेदारी से बचना चाहते हैं। अब तो मीडिया की भूमिका पर भी सवाल खड़े हो रहे हैं। आदिवासियों के हितों से अनजान यूपी के पूर्वांचल की मीडिया कहीं जज और तो कहीं डाकिए की भूमिका में नजर आती है। आदिवासी इलाकों में तो वह पत्रकारिता से अधिक वकालत लगी है, जिसके चलते समाज का आखिरी आदमी न्याय के लिए तड़प रहा है।”

Declaration of Gwangju Democracy Summit (GDS) 2021

Adopted on 18 May 2021 during the Summit subject to the amendments and revision on 26 May 2021

We, the laureates of the Gwangju Prize for Human Rights and Special Prize representing democracy and human rights movements in Asia and beyond,

1.      Having met virtually at the first Gwangju Democracy Summit (GDS) on 18 May 2021 on the 41st anniversary of the Gwangju Democratic Movement,

2.  Expressing our deep appreciation to the May 18 Memorial Foundation for hosting the first Gwangju Democracy Summit as part of the Gwangju Democracy Forum during the week of May 18 Democratic Movement (17 to 21 May 2021),

3.      Reaffirming the importance of the observance of international human rights law and democratic and humanitarian principles such as the rule of law, free and fair election, protection of minorities and accountable governance,

4. Emphasizing on equal and effective access to justice through legislative, judicial and administrative measures implemented through functioning institutions,

5.  Emphasizing on the importance of transitional justice to address state violence, impunity and related past human rights violations in a timely manner to restore the dignity of and justice for the victims according to the applicable international law and principles,

6.      Deeply concerned about the worrying phenomenon of religious and violent extremism as well as emerging authoritarianism and totalitarianism in the forms of mafia and fascist states,

7.   Deeply concerned about the shrinking civic space and eroding democratic values and norms during the response and recovery from the COVID-19 pandemic,

8.      Deeply concerned about the failure of many governments in Asia in protecting and respecting the human rights of human rights defenders and advocates from gross human rights violations such as torture, extra-judicial killings, enforced disappearances, denial of a fair trial, violent suppression of freedoms of speech, association and assembly, abuse of administrative detention, and other harsh measures, 

9.      Condemning the military junta of Myanmar that has committed the brutal massacre of numerous civilians since the illegal military coup on 1 February 2021,

10.   Condemning also masculinity driven militarist traditions used as a weapon of war and conflict, especially all forms of violence against women and the crime against humanity like genocide against Rohingya people,

11.   Condemning also all other authoritarian governments that committed gross and systemic human rights violations, and failed to protect the citizens and specially vulnerable people and minorities against all forms of violence and discriminations, in particular, the rejection of holding the legitimate elections in Bangladesh, the ruthless extrajudicial killings in the Philippines, the denial of minority rights in India, judicial harassment in Thailand and the denial of Indonesian authority to solve the mass killings including the genocide in 1965/66,

12.   Urging all the countries, in particular those who have the capacity to produce vaccine against the COVID-19, to cooperate to waive intellectual property rights to allow equal and timely access to the vaccine by all peoples through the COVAX Facility, in particular to countries in need of urgent assistance,  

13.   Urging democratic governments to work together more closely to play a collective leadership role by taking timely action to defend democracy and support civil society and democratic movements internationally,

14.   Urging international organizations and meetings such as the ASEAN, ASEAN+3 and Asia Europe Meeting (ASEM) to play their role for the defense and promotion of democracy and human rights in accordance with international norms,

15.   Urging the relevant bodies of the UN such as the UN Human Rights Council, Security Council and Peacebuilding Commission (PBC), as well as UN Secretary General to take appropriate actions according to their mandates to defend and promote democracy, human rights and peace,

16.   Reaffirming our solidarity with all democracy and human rights advocates in Asia and beyond, especially those who have continued to struggle for their basic human rights and fundamental freedoms, as well as for democracy,

17.   Calling for international solidarity and support to provide protection to the victims of human rights violations economically, socially and medically,

Commit to defend and advance democracy to the best of our capacity in our own country, Asia and beyond in a more proactive way as a Network of the Laureates of the Gwangju Prize for Human Rights and Special Prize (NLG) in partnership with all democracy and human rights advocates and defenders as well as their organizations everywhere.

Oxygen for India: Indo-German Binding for better world

German Newspapers published about Oxygen for India initiative as appeal and then distribution of 43 Oxygen concentrators with inauguration at meeting of Employment free Varanasi.

Baghawanala, PVCHR office and Lenin Raghuvanshi are symbol of Indo- German relationship of humane sensibility. All staffs of PVCHR in Varanasi infected by COVID19 in second wave but situation of Lenin became very worst and he admitted in ICU for 12 days. He suffered shortage of oxygen in hospital

along with many Indian. PVCHR associates saved life of Lenin through intervention with Prime Minister office. After return to home, Lenin appealed to world for Oxygen to India. https://leninshruti.blogspot.com/2021/05/shrutikabeer-and-lenin-my-son-kabeeer.html After this, Helma Ritscher, Chairwoman of the Indo-German Society Remscheid, Germany writes in her appeal, “Dear members and friends of the Indo-German Society of Remscheid and India, The Covid pandemic still has our world in its tight grip and continues to bring suffering and death in different forms. As is currently the case in a frightening and unimaginable way in India, the country with which we as DIG / Indo- German Society Remscheid have had decades of exchanges and cooperation.

The Dalits, the disadvantaged of India, are our friends. This friendship began with our trusted partner, Dr. Lenin Raghuvanshi and his human rights organization PVCHR from Varanasi. We have been working with him and for Dalits since 2002.

During the time of the pandemic, we were shaken and often at a loss by asking ourselves: How can we now help our Dalit friends directly? We are connected through the “Health Center” in the village of Baghwanala, which was inaugurated in February 2020 in my presence as chairperson of DIG, and was financed by the Ministry NRW and us, as supporters and helpers. Dr. Lenin and his team provide the villagers with masks, medicine and food. But then we heard the shocking news about the growing humanitarian catastrophe in India

and the lack of life-saving oxygen concentrators. Thus, the following project idea has emerged: We collect for the purchase of oxygen treatment equipment! But we can only realize this together, dear friends, with your kind support.

After consultation with our local partner, Dr. Lenin, here is our specific appeal: A total of ten oxygen treatment units are urgently needed. The cost of one unit is about 750 euros each.

Thus, the following project idea has emerged: We collect for the purchase of oxygen treatment equipment! But we can only realize this together, dear friends, with your kind support.

In the name of our Indo-German Society and our partner in India, I would like to thank you in advance for your loving support, with which we can ease or even save the suffering of our friends. With God’s help!”

Oxygen for India initiative shows our wonderful cooperation between India and Germany, Varanasi and Remscheid and PVCHR and Indo-German society affiliate Remscheid.

Lenin, founder of PVCHR says, “what a great work DIG and PVCHR did for our suffering people, hearts came together and sponsors understood the need as humanity without boarder. We received 32.250, – € for 43 oxygen concentrators.”

On behalf of Oxygen for India, Dr. Heera Lal, additional Director of National Rural Health Mission of Government of Uttar Pradesh and advisor of Model village along with Dr. Kripa Shankar, Ex-Vice Chancellor of APJ Abdul Kalam Technical University, Lucknow inaugurated distribution of 43 Oxygen concentrators to 11 Government and charitable Hospitals and clinics on 7 June 2021.Dr. Amit Singh, In charge of Primary Health Center, Chirayee Gaon in Varanasi says with smile, “ I am very happy to receive first two oxygen concentrators for my health centre to save lives of people suffering with COVID19. Thanks to sponsors in Germany for this wonderful and kind support.”

Shruti Nagvanshi,Managing trustee of PVCHR and Jan Mitra Nyas says, “It is way of globalization of human sensibility in time of crisis. Long live Indo-German relationship and partnership of Varanasi and Remscheid, and PVCHR and Indo-German Society affiliate Remscheid.
