Sir/Madam,
 
         I am directed to say that the matter was considered by the Commission on 25/07/2024 and the Commission has directed as follows.:
         The Instant matter pertains to a complaint received from Lenin Raghuvanshi alleging about death of a prisoner Krishan Murari, who had committed suicide by hanging himself with the gamcha at District Jail, Sonebhadra on 04.05.2021.

The Commission vide its proceedings dated 28.12.2023 confirmed its show cause notice and recommended the Govt. of Uttar Pradesh to pay a sum of Rupees Five lakhs as monetary compensation to the NoK of the deceased Krishna Murari and directed the Chief Secretary, Govt. of Uttar Pradesh to submit the compliance report along with proof of payment within eight weeks.

However, the compliance report along with proof of payment has not been received in the Commission, so far.  

Registry is directed to issue reminder to the Chief Secretary, Government of Uttar Pradesh to submit the compliance report along with proof of payment  within four weeks.

Put up after four weeks.
 
2.     It is therefore, requested that the additional/complete report as directed by the Commission in the matter be sent latest by 01/09/2024, for futher consideration by the Commission.

 बदल रहा है प्रेमचंद का लमही गाँव

लमही से लौटकर सुशील स्वतंत्र

प्रेमचंद जयंती (31 जुलाई) पर विशेष  

आज अगर आप प्रेमचंद के गांव लमही जाते हैं तो गांव में प्रवेश करने से पहले ही प्रेमचंद स्मृति स्वागत द्वार पर आपको उनकी कहानियों के चर्चित पत्रों घीसू, होरी, माधो और धनिया की प्रतिमाएं अपने किरदार वाली मुद्राओं में आपका स्वागत करते हुए मिल जायेंगीं। लमही गाँव कितना बदला है, या गांव की हकीकत प्रेमचंद की कहानियों के गांव से कितनी जुदा है, यह सब आपको लमही में घूमने से पता चल जाएगा। गांव में आज भी एक तरफ प्रेमचंद की कहानियों की सामाजिक विषमता की झलक देखने को मिल जाएगी तो दूसरी तरफ आधुनिकता की बयार भी आपको छूते हुए गुजर जायेगी। उत्तर प्रदेश सरकार ने लमही को बनारस जिले का पहला ई-विलेज घोषित किया था। सरकार का दावा था कि लमही में हर परिवार का पूरा विवरण डाटा बैंक में होगा। आय, जाति, निवास प्रमाणपत्र हो या खसरा-खतौनी जैसे अन्य सरकारी दस्तावेज के लिए किसी बुधिया, होरी, धनिया, घीसू, माधो को तहसील और कलेक्ट्रेट का चक्कर नहीं काटना पड़ेगा। साडी सुविधाएँ ग्राम पंचायत भवन से ही उनको मिल जायेंगीं। इसके लिए वहां जाकर सिर्फ अपना नाम बताना होगा और तुरंत सारा विवरण प्रिंट करके और हस्ताक्षर करके तत्काल उपलब्ध करा दिया जाएगा। सरकारी दावों पर यकीन करें तो लगता है कि अब लमही के दिन भी फिरने वाले हैं।

गांव में घुमने पर आपको आज आधुनिक घर भी देखने को मिलेंगें और फूस की झोंपड़ी भी, जिसे स्थानीय लोग मड़ई कहते हैं। कुछ खपरैल मकान अब भी यहां दिख जाते हैं। गांव में प्रवेश करते ही रोज सुबह लगने वाली स्थानीय सब्जी मंडी दिखेगी और कुछ दूर चलते ही आएगा मुंशी जी का पोखरा यानी तालाब। इसी पोखरे के पास दिखाई देगा मुंशी प्रेमचंद का पैतृक आवास, जहां से उन्होंने न जाने कितनी कालजयी कृतियों की रचना की। आज इस स्थान पर मुंशी प्रेमचंद स्मारक और पुस्तकालय का परिसर बना है, जिसमें कुछ पुस्तकें रखी गई हैं और प्रेमचंद की एक पाषाण प्रतिमा लगाई गई है। लंबी प्रतीक्षा के बाद गांव में मुंशी प्रेमचंद शोध एवं अध्ययन केंद्र की इमारत भी बनकर तैयार हो गया है। आमतौर पर साल भर यहाँ सन्नाटे जैसा माहौल रहता है। इस पूरे परिसर की देखभाल और रखरखाव एक समर्पित प्रेमचंद प्रेमी सुरेश चन्द्र दुबे नाम के सज्जन करते हैं। अगर वे न हों, तो प्रेमचंद स्मारक में कोई आने-जाने वाला भी न बचे। प्रेमचंद स्मारक की गतिविधियों को लेकर सुरेश चन्द्र दुबे का साक्षात्कार अनेक चैनलों, अखबारों और वेब पोर्टल्स पर प्रकाशित हो चुका है।

पूरे लमही में आमतौर पर कायम रहने वाला साहित्यिक सन्नाटा साल में एक दिन उत्सव में बदल जाता है। वह विशेष दिवस होता है 31 जुलाई, मुंशी प्रेमचंद जी की जयंती। इस दिन लमही में मेला लगता है। इस भव्य मेले में देश-दुनिया से साहित्यकार, रंगकर्मी, गायक, कवि, पत्रकार, चित्रकार, बुद्धिजीवी और शोधकर्ताओं की भारी भीड़ जुटती है। इस दिन लमही में महानुष्ठान जैसा माहौल होता है। प्रेमचंद जयंती पर लमही में रंगकर्मियों का भी विशेष मज़मा लगता है। कलाकार और साहित्यकार अपने प्रिय कथाकार को याद करने के लिए नाटक, गोष्ठी और परिचर्चाएं आयोजित करते हैं।

उस एक दिन के बाद फिर लमही को पूरे साल उसी के हाल पर हाल पर छोड़ दिया जाता है। यह एक रवायत की तरह पिछले कई वर्षों से चला आ रहा है। यह कहा जा सकता है कि तमाम घोषणाओं के बावजूद मुंशी प्रेमचंद का घर और गांव आज भी उपेक्षा का शिकार है। मुंशी जी की जयंती पर उनके पात्र होरी, माधो, धनिया, घीसू की गहरी संवेदना से जुड़े कलाकार नाटक के जरिए उन्हें याद कर करते हैं और सरकारी महकमों द्वारा फ़र्ज़ अदायगी के लिए टेंट भी लगा दिया जाता है लेकिन जयंती के बाद लमही के लोगों की सुध लेने कोई नहीं पहुंचता है। एक बार तो प्रेमचंद जयंती के चार दिन पहले ही प्रेमचंद जी के घर की बिजली इसलिए काट दी गई क्योंकि चौदह साल से बिल का भुगतान नहीं हुआ था। जब यह खबर मीडिया में आई तो आनन-फानन में बिजली जुड़वा दी गई। कोई विभाग इसकी जिम्मेदारी नहीं ले रहा था। पहले यह मकान और प्रेमचंद जी का स्मारक नागरी प्रचारिणी सभा के पास था। फिर उसने नगर निगम को दे दिया। नगर निगम ने भी बाद में यह भवन वाराणसी विकास प्राधिकरण को देकर अपना पल्ला झाड़ लिया। अब जब यह विवाद सामने आया है तो इसे जिलाधिकारी ने इस परिसर को संस्कृति विभाग को सौंप दिया। अब इस गांव को गोद लेकर इसे देश के बड़े फलक पर लाने की योजना बनाई जा रही है।

मड़ई (फूस की झोपड़ी) और पोखर (तालाब) वाली लमही में दो-तीन मंजिला मकानों और दुकानों ने भी अपनी जगह बना ली है। घरों में मार्बल और टाईल्स के फर्श बनने लगे हैं। पांडेपुर से लमही तक की सड़क पर नज़र डालें तो बाज़ारवाद के पसराव (फैलाव) का आभास हो जाता है। गांव में लिट्टी-चोखा और गोलगप्पे के साथ-साथ चाउमीन, मोमोज और एगरोल के फ़ूड स्टाल भी खूब फल-फूल रहे हैं। एक महान साहित्यकार की जमीन से साहित्य की कोई कलकल धारा आज फूट रही हो, ऐसा लमही में घूमने से महसूस नहीं होता है। वहां के निवासियों के बीच साहित्य बातचीत और विमर्श का केन्द्रीय बिंदु नहीं है और न ही नई पीढ़ी में कोई लिखने-पढ़ने वाला साहित्यकार लमही की उर्वरक जमीन से अंकुरित हो पाया है। वहां बच्चों को प्रेमचंद के बारे में बहुत ही सतही जानकारी है और बहुत कम बच्चों ने प्रेमचंद के समृद्ध साहित्य को पढ़ा है। लमही के आस-पास अंग्रेजी माध्यम के विद्यालय खुल गए हैं। लमही नाम से ही हिंदी की एक साहित्यिक पत्रिका का प्रकाशन होता है लेकिन इसका प्रकाशन, मुद्रण और सम्पादकीय कार्य लमही से नहीं होता है।

लेखन-पठन के क्षेत्र में अब लमही में कोई क्रांतिकारी या आशान्वित करती ही तस्वीर नज़र नहीं आती है। नया लमही बाजारवाद और चमकदार भौतिकतावाद के गहरे प्रभाव से ग्रसित दिखता है। युवाओं में साहित्य को लेकर सामान्यतः अरुचि ही देखने को मिलती है। बहुत ढूँढने पर एक असिस्टेंट प्रोफेसर डॉ. रीता गौतम के बारे में पता चला, जो लमही गाँव की ही निवासी हैं। वे ‘बेड़ियाँ तोड़ती औरतें’ शीर्षक से एक पुस्तक का लेखन कर रही हैं, जिसमें साधारण महिलाओं की असाधारण उपलब्धियों की कहानियों को संकलित किया जा रहा है। उन्होंने बातचीत के दौरान कहा - “वर्तमान में लमही में कोई साहित्यिक समूह सक्रिय नहीं है। एक प्रेमचंद जी के आवास से संचालित पुस्तकालय है जो नियमित तौर पर खुलता है, बस, इसके अलावा कहीं कोई विशेष साहित्यिक हलचल गाँव में देखने को नहीं मिलती है।”         

बहरहाल, जिस मिट्टी ने दुनिया के महान कथाकार को गढ़ा, वहाँ की आबोहवा में साहित्य की खुशबू फ़ैल पाती तो आज लमही एक तीर्थ से कम न होता। सरकारी प्रयास सिर्फ सड़क, भवन और स्वागत द्वार बनाने तक सिमित न होकर नई पीढ़ी में साहित्य के प्रति जिज्ञासा और रुचि पैदा करने तक जाते तो लमही अपने वास्तविक अर्थ हो हासिल कर पाती। सरकारी प्रयासों के साथ-साथ देश के साहित्य जगत की भी जिम्मेवारी है कि लमही को साहित्य का तीर्थ कैसे बनाया जाए, इस दिशा में मंथन एवं सार्थक प्रयास हो। कम से कम लमही तो एक ऐसा गाँव जरुर बन सकता है, जहाँ हर घर में किताबों की अलमारियां हों, हवाओं में साहित्य का रस घुला हो और जहाँ की मिट्टी से कलम के नवांकुर फूटते हुए दृष्टिगोचर हों।

From Class One to Post-Grad Heights She Soared: Jyoti Kumari's Inspiring Journey with JanMitra Nyas

In the bustling slum of Baghawanala, Varanasi, a young girl named Jyoti Kumari embarked on a remarkable journey from the humble beginnings of a non-formal school to achieving her post-graduation in sociology. Jyoti’s story is a testament to the power of education and the relentless support of organizations like JanMitra Nyas, CRY, Tata Trust, and mentors like Parul Sharma and Shruti Nagvanshi.

Jyoti joined Jan Mitra Nyas’ non-formal school at Baghawanala when she was just six years old. As the first learner in her family, she pursued her education with determination, completing up to grade five at the non-formal school before progressing to formal education, eventually earning her post-graduate degree in sociology. Today, at 28 years old, Jyoti is not only a staff member of Jan Mitra Nyas but also a board member, working on maternal and neonatal health projects in the slum of Bazardiha.

Her journey reached new heights when she was selected for the Norway-based Fontes Foundation’s Fellowship under the South Youth Exchange program of the Norwegian Agency for Exchange Cooperation (NOREC). This fellowship allowed Jyoti to expand her horizons and gain international exposure, further enhancing her ability to serve her community.

Jan Mitra Nyas, since its inception in 1996, has educated and empowered over 7,000 individuals like Jyoti. The organization’s founder, Lenin Raghuvanshi, emphasizes the importance of life skills in changing knowledge, attitudes, and practices for a better world and a more dignified life. Through their comprehensive programs in education, IT, health, and child protection, Jan Mitra Nyas has reached over 3 million people across Varanasi, Sonbhadra, Badaun, Ambedkarnagar, and Koderma districts.

Lenin Raghuvanshi, a prominent Neo-Dalit Rights Activist and Human Rights Advocate co-founded the People’s Vigilance Committee on Human Rights (PVCHR) to create awareness and provide direct support against social evils like child marriage. PVCHR has been instrumental in training and encouraging young activists like Jyoti to raise their voices against societal injustices.

One notable incident involved three young girls from Baghawanala—Pooja, Jyoti, and Chanda—who bravely opposed the child marriage of a 13-year-old girl named Maneesha. With the support of the Munshi Premchandra Bal Panchayat and the Kishori Baithak, they successfully prevented illegal marriage and created widespread awareness against child marriage in their community. Their courageous efforts were recognized and honored by various organizations and local authorities.

The success of these young activists is a beacon of hope and a model of resilience against the culture of silence that has plagued their communities for centuries. Jan Mitra Nyas continues to empower the youth through innovative programs and international collaborations, fostering a new generation of leaders committed to social justice and equality.

"In our society, women's health has always been neglected. Comparatively, the condition of dairy livestock is found to be much better. It is often observed that the care of pregnant livestock, the arrangements for their delivery, and their post-delivery nutrition are managed with much more responsibility and interest. The breeding care of livestock is linked to immediate profit, whereas our interest in women's reproductive health care has always been low because it does not yield instant benefits. During pregnancy, at the time of delivery, and post-delivery, women face various health problems. Struggling with these health issues, women become physically unhealthy, weak, and continually ill throughout their lives. This affects their efficiency and productivity, and their children are also impacted.

Through this booklet, 'Health Problems in Pregnancy,' we aim to increase awareness among women and their families about the health problems and challenges faced during pregnancy, pre-delivery, and post-delivery. This will help them understand these issues in advance and make timely, effective efforts to address them."

हमारे समाज में महिलाओं के स्वास्थ्य को हमेशा से नजरअंदाज किया जाता रहा है । वंही दुधारू  पालतू पशुओं की स्थिति अपेक्षाकृत कंही बेहतर पाई गई  है । प्रायः यह देखा गया है कि गर्भ धारण किए पालतू पशु की देखभाल, प्रसव की व्यवस्था प्रसव के बाद उनके खानपान की व्यवस्था कंही अधिक जिम्मेदारी और रुचि से किया जाता है । यंहा पालतू पशुओं का प्रजनन देखभाल तात्कालिक मुनाफा से जुड़ा है जबकि महिला के प्रजनन स्वास्थ्य देखभाल में हमारी रुचि हमेशा से कम रहती है क्योंकि यह तत्काल लाभ नही देता है । यह अनदेखी न सिर्फ इस पीढ़ी बल्कि अगली पीढ़ी को भी कमजोर करता है । 
गर्भावस्था के दौरान, प्रसव के समय और प्रसव के बाद महिलाओं को कई प्रकार की स्वास्थ्य समस्याओं का सामना करना पड़ता है, इन स्वास्थ्य समस्याओं से जूझते हुए महिलाएं  आजीवन शारिरिक रूप से अस्वस्थ, कमजोर और लगातार बीमार रहने लगतीं हैं । जिसका प्रभाव उनके कार्यक्षमता और दक्षता पर पड़ता है, साथ - साथ उनके बच्चे भी प्रभावित होते हैं । 
ऐसे में इस फिल्पकार्ट " गर्भावस्था में स्वास्थ्य समस्या " के माध्यम से हम गर्भावस्था के दौरान, प्रसव के पूर्व, प्रसव के पश्चात महिलाओं को जिन स्वास्थ्य समस्याओं या चुनौतियों से जूझना पड़ता है उन पर उनके सहित उनके परिवार की जानकारी बढ़ाने का प्रयास कर रहें हैं जिससे वे समय से पूर्व समस्याओं को समझते हुए उनके बचाव के लिए वास्तविक प्रयास  समय रहते कर पाएं ।

To Whom It May Concern,

It is with a heavy heart that I formally convey my resignation from my esteemed positions as Managing Director, Chief Functionary, and CEO of JanMitra Nyas, effective from March 22, 2024. This decision is primarily driven by health concerns. My unwavering dedication since 1999 has significantly propelled our mission to champion the Sustainable Development Goals (SDGs) and embody the core principles of the Indian Constitution, thereby cultivating a proactive and vibrant Bharat.

Regrettably, my capacity to fulfill these responsibilities was notably impacted following my brave battle with COVID-19 in 2022, which entailed a 12-day stay in the ICU and subsequent health complications. Despite these challenges, I continued to lead our organization with resilience and courage.

Our association has navigated through inquiries initiated by the Government of Pakistan concerning our bid for special consultative status with the Economic and Social Council (ECOSOC) of the United Nations, an achievement we secured in 2022 amidst my courageous campaigns against human rights abuses in South Asia. My leadership has been instrumental in these endeavors.

As I transition to my new role as Advisor and Founder-Convenor of PVCHR, I would like to share that this is my final report to you. The Board of Trustees has also approved for me to lead all international projects, including GHAI and IRCT etc. The Annual Report for 2023-2024 is available at Annual Report 2023-2024. I extend my heartfelt thanks to Ms. Shirin Shabana Khan, Director of Programs and Organization of JanMitra Nyas, for her significant contributions in making this report possible.


New Initiative: The Kashi Foundation for Pluralistic Democracy

I am excited to inform you about our new initiative, The Kashi Foundation for Pluralistic Democracy. This foundation integrates indigenous wisdom with critical thinking to foster a more inclusive and holistic form of democracy. It combines the rich values, ethics, and communal practices of indigenous cultures with modern critical thinking methodologies to create a dynamic and robust democratic framework.

Indigenous wisdom offers a profound respect for diversity, community interdependence, and harmony with nature, which have sustained societies for centuries. The Kashi Foundation ensures these principles are central to our democratic processes, giving voice and importance to indigenous wisdom for diversity, compassion, and non-violence. Simultaneously, critical thinking provides rigorous analysis, logical reasoning, and evidence-based decision-making, promoting open-mindedness and intellectual growth. This synergy creates a model for pluralistic democracy that respects diverse perspectives and fosters innovation and forward-thinking.

Our foundation illustrates that globalization can be deeply rooted in cultural heritage while embracing progressive values. By blending tradition and modernity, the Kashi Foundation aims to demonstrate how indigenous knowledge and critical thinking can together address complex modern challenges.

Bhubaneswar, Odisha — In a significant development, the People’s Vigilance Committee on Human Rights (PVCHR) has made a heartfelt appeal to the newly appointed Chief Minister of Odisha, Shri Mohan Charan Majhi, to urgently address the long-standing issue of land settlement for displaced families near the Hirakud Dam. This call for action highlights the ongoing challenges faced by villagers who have been awaiting justice and resolution for years.

Letter from PVCHR

A Plea for Immediate Intervention

PVCHR, led by its Founder and CEO Lenin Raghuvanshi, has brought to light the distressing situation of cultivators and villagers from Chikhili, Beniapali, and Barangakot in the Ambabhona Tehsil of Bargarh District. These communities are grappling with severe hardships due to the unresolved issue of relinquishment and settlement of land above 632 ft RL on the periphery of the Hirakud Dam Reservoir.

Despite multiple submissions and pleas to various authorities, including the Tahasildar Ambabhona, Collector Bargarh, RDC Sambalpur, and the Principal Secretary to the Government of Odisha, the villagers’ grievances have remained unaddressed. The PVCHR’s appeal underscores the urgency of the matter and the need for immediate intervention to provide relief to the affected families.

The Role of the OHRC and Government Authorities

The Hon’ble Odisha Human Rights Commission (OHRC) had previously issued an order directing the settlement of land for the displaced families. However, compliance with this order has been delayed, exacerbating the plight of the villagers. According to a recent letter from the Office of the Revenue Divisional Commissioner, Northern Division, Odisha, Sambalpur (Letter No- IX-(A) -0812024. ,531/Rev. A, Dated 19.05.2024), there has been a directive to expedite compliance with the OHRC’s order without further delay.

This directive, referenced in multiple communications including those dated 02.05.2024, 29.04.2024, and 08.05.2024, highlights the need for urgent action from the concerned authorities. The PVCHR’s appeal to the National Human Rights Commission (NHRC) further emphasizes the gravity of the situation and the necessity for prompt and effective resolution.

A Call for Justice and Human Rights

The PVCHR has highlighted that a similar case (NHRC case no. 1109/18/13/2011/UC) in the Jharsuguda District saw positive developments following the NHRC’s intervention. The Water Resources Department of the Government of Odisha made decisions for the relinquishment and eventual settlement with ROR Pattas in favor of land oustees in Jharsuguda District, setting a precedent for similar cases. This information was received from Dr. Mohanlal Panda.

However, the villagers in Bargarh District have yet to receive the same attention and resolution. The PVCHR’s urgent appeal to the NHRC and the new Chief Minister underscores the unjust suffering of these communities and calls for immediate steps to settle the land above 632 ft RL, providing the rightful compensation and alleviating their distress.

The Road Ahead

As Shri Mohan Charan Majhi takes on the mantle of Chief Minister, there is hope that his administration will prioritize the resolution of this pressing issue. Addressing the grievances of the displaced families near the Hirakud Dam will not only bring justice to these communities but also set a strong precedent for human rights and governance in Odisha.

The PVCHR, alongside other human rights organizations, stands ready to support the new administration in its efforts to ensure the well-being and development of all citizens of Odisha. The timely intervention and resolution of this matter will be a significant step towards achieving social justice and upholding human rights in the state.
