The case originated from a complaint filed by Lenin Raghuvanshi on May 7, 2021, bringing attention to this unfortunate incident. After thorough investigation and follow-up actions, the NHRC provided the following updates:

Commission’s Directives:

  1. Monetary Compensation Ordered: On July 25, 2024, the NHRC directed the Chief Secretary of Uttar Pradesh to ensure payment of ₹5,00,000 as monetary compensation to the next of kin (NoK) of the deceased.
  2. Compliance Deadline: A four-week deadline was set for submitting the compliance report and proof of payment.

Compliance Confirmed:

In response, the Superintendent of District Jail, Sonebhadra, submitted a compliance report on October 31, 2024, confirming that:

  • Payment Made: ₹5,00,000 was disbursed in equal parts of ₹2,50,000 each to both NoK of Krishna Murari.
  • Proof of Payment: Submitted via DD Nos. 691140 and 691141.

As the directives of the Commission were complied with, the case has been officially closed.

Reflection:

The closure of this case highlights the NHRC’s commitment to ensuring accountability and justice, especially in cases involving the rights and dignity of prisoners. While the monetary compensation may not alleviate the pain of loss, it acknowledges the state's responsibility to the family of the deceased.

This case serves as a reminder of the importance of vigilance in upholding human rights and addressing institutional lapses that can lead to such tragedies.
