Subject: letter of offer regarding the Varanasi weavers from Dr. Darin C. Gunesekera

Dear Sayeeda Ji,

Greetings from PVCHR

Dr. Darin C. Gunesekara, Capital for the Marginalized Limited (Member of Wiros Lokh Institute Group) wrote me letter of offer regarding the Varanasi Weavers on 9th July, 09.  In his letter he state Foreign Marketing through certification through which we can improve their marketing niche in certain advanced foreign markets.

His action will start with the lawyers in New York City Weill, Gotschal Manges to do this on our bona fides. They work pro bono on matter involving the Wiros Lokh Institute/ Capital for the Marginalized Group.

He also suggested few recommendations for the immediate set up the following unless such mechanisms are already in existence. Firstly the a body that technically certifies

(a)  the product as coming up to requisite standards and classifies the product and

(b)  That is the legitimate product of the weavers

The body should include a respected and widely acknowledged specialist and technical experts who can determine that clothe is of Varanasi Weavers. This person on the behalf of the body must sign the certificate of authenticity of every sale product shipped under this certification process.

Secondly the weavers must be the part of the transparency body that is simply an association registered in due form as an Association or a trust.

This is my kind request please reply when all sufficient is ready and please do so by letter fulfilling these condition as stated in the Dr. Darin letter. Then he shall call for due diligence by the lawyer to lead to documents and completion of the legal process.

If any quarries or information is required in this respect please contact to

Dear Dr Leninji,

Varanasi, INDIA

Letter of Offer re: VARANASI WEAVERS

We have collaborated considerably on the issue of improving the lives of the Varanasi Silk Weavers.  We are very grateful for your kind intervention that has enabled us to be of service to these persons.

At this point, where hand and small power loom weavers have access to Government clusters and livelihood promotion, we wish to suggest that they utilize some support measures that can be made available through us, a member of the Wiros Lokh Institute group (Wiros Lokh Institute (Trust) is a Sri Lankan Charitable Trust).

Foreign Marketing through Certification

What we propose is that the Varanasi Weavers utilize the methodology of Certification to improve their marketing niche in certain advanced foreign markets.  We offer to enable Certification of Varanasi Silk Woven cloth and brocade in the USA market.  Most probably, we can pursue the matter in some other developed country markets, if relevant.

Our action will start by asking our lawyers in New York City, Weill, Gotschal Manges Co to do this on our bona fides.  They work pro bono on matters involving the Wiros Lokh Institute/ Capital Markets for the Marginalized group.  In so far as this activity comes within our group activities, our lawyers shall act for free.  So, the cost to the Weavers will only be the statutory dues which are relatively small and not any lawyers' fees.  As our lawyers are a well established lead firm in Manhattan, their involvement will bring the product also perhaps to the attention of the best class of clients in USA.

Certification is a procedure that certifies that your product is the genuine product of Varanasi Weavers.  In order to establish this the Weavers must be in a Trust or Association of the Weavers.  If any other person attempts to market some other product purpoting to be the product of Varanasi Weavers Association or Trust they may be prosecuted and fined under the law in the countries where your product is certified.  It is a means of securely marketing your product.

This certification may be used to enhance the reputation and so also the price of your product.

In order to effect this, I would advise that you immediately set up the following, unless such mechanisms are already in existence.

Firstly a body that technically certifies (a) the product as coming up to requisite standards and classifies the product AND,

(b) that it is the legitimate product of the Weavers.

This body should include a respected and widely acknowledged specialist or technical expert who can determine that a cloth is of Varanasi weavers.  This person, on behalf of the body, must sign the certificate of authenticity of every sale product shipped under this certification procedure.

Secondly the Weavers must be part of a transparent body that is simply an association registered in due form as an Association or a Trust.  The transparency is that a weaver in Varanasi who weaves in the Varanasi tradition must be able to be a member and the Association must endeavor to include all.  There should not be arbitrary exclusion.  However there should also be a rule that producers will produce to quality standards, sell certificate quality cloth only through agreed procedures and accept the verdict of the technical body mentioned above.

Please reply when all sufficient is ready and please do so by letter fulfilling these conditions as stated above to us.  Then I shall call for due diligence by the lawyers to lead to documents and completion of the legal process.

Best Wishes & Thanking again the Weavers for their kind participation in my talks on this subject,

Sincerely,

Dr Darin C Gunesekera
