New Delhi: The National Human Rights Commission (NHRC) on Tuesday issued notices to Uttar Pradesh Chief Secretary and Director General of Police regarding the arrest of a senior journalist who reported about the death of deputy CMO Y S Sachan.
Issuing notices, the NHRC asked the Chief Secretary and DGP to submit detailed reports in the matter within a week.
A spokesperson said the Commission received two complaints regarding the arrest of bureau chief of a Hindi TV channel after he reported about Sachan's death saying that the injuries could not be self-inflicted.

"The Commission received two complaints in the matter, one from Lenin Raghuvanshi, Secretary General, PVCHR/JMN, Varanasi and another from Mr RH Bansal, Chief Editor, Human Rights Observer on Monday. The Commission observed that the allegations framed by the complainants, if true, raise serious issues of
violation of human rights of the victim and issued notices to the Chief Secretary and Director General of Police, Government of Uttar Pradesh calling for their detailed reports in the matter within a week," he said.
Earlier, the Commission, on the death of Sachan in judicial custody, had issued notices to the Chief Secretary and Senior Superintendent of Police, Lucknow calling for their reports in the matter.
It had also directed the District Magistrate and Superintendent of Jail, Lucknow to explain as to why the intimation about the death in custody was not reported within 24 hours to the NHRC, as per its guidelines.

The National Human Rights Commission, NHRC has taken cognizance on complaints alleging that Bureau Chief of IBN-7 News Channel was picked up by police personnel after the Channel reported about deceased Dy. C.M.O. Y.S. Sachan's injuries could not be self-inflicted.

The Commission received two complaints in the matter, one from Mr. Lenin Raghuvanshi, Secretary General, PVCHR/JMN, Varanasi and another from Mr. R.H. Bansal, Chief Editor, Human Rights Observer, Delhi on the 27th June, 2011.

The Commission observed that the allegations framed by the complainants, if true, raise serious issues of violation of human rights of the victim and issued notices to the Chief Secretary and Director General of Police, Government of Uttar Pradesh calling for their detailed reports in the matter within a week.

Senior journalist held after report on dy CMO

LUCKNOW: In an alleged attempt to gag the media for the recent coverage of rising crime graph in the state, Hazratganj police on Sunday night rounded up Shalabh Mani Tripathi, the bureau chief of IBN-7 news channel. He was released after an hour.

But scores of journalists marched up to the CM's residence on Kalidas Marg around midnight to register their protest against police high-handedness.

Tripathi was rounded up from a fast food joint in Hazratganj. Police claimed that his driver had misbehaved with a police constable's wife and when the cops present there tried to stop him, Tripathi retaliated aggressively and was, therefore, detained.

However, the move, coming immediately after the channel's report about the government's medico legal cell official's comment that injury marks on the body of deputy CMO YS Sachan, who was found dead in the jail, could not have been self-inflicting, raised a question mark over the police action.

Tripathi says he was picked up by SP (East) BP Ashok and another officer whom he did not recognize by name. The two senior cops even ordered their subordinate to thrash him to 'teach a lesson'. But the constables did not oblige.

He was released only after some journalists reached the police station and started seeking reason for Tripathi's detention.
