Salute to all survivors of rape

PVCHR and Savitri Bai Phule Women Forum (SWF) held a condolence meeting for deceased girl and died other rape survivors  near the statue of Mahatma Gandhi at Kachahari, Varanasi.It is support of all survivors from Kashmir to Manipur. PVCHR and SWF expressed that rape is by product of mind set of patriarchal and caste based feudal system. Shruti says, "Highest number of rape victims and victims of sexual violence came from Dalit and minority communities. With out elimination of patriarchal and caste based feudal system,judicial and police reforms, control of  sexual crime against women are just a dream with out reality."

Moral values are booming

The fight between Asian values and universal human rights revives. Or maybe it has never calmed down.
Edmund Burke stated in the 18th century that in India religious laws as well as land and honour laws are all one and that this law forms individuals and societies forever. Hundreds of years later, at present, some organizations of the civil Indian society accuse the consequences of this system.
Among them, we can find the People’s Vigilance Committee on Human Rights (PVCHR), whose leaders stress that the universality of human rights doesn’t  penetrate into the country due to the resistance of traditional circles, who refuse to renounce to their  powers, which were conferred to them by millennial habits. Yet, the most recognized living intellectual of the subcontinent, Amartya Sen, reminds us how many centuries ago the emperor Ashoka, who is considered to be the founder of India, included among his goals of government the absence of aggressions, impartiality and good manners towards all creatures.
At the end of the 90s, the comparison between the inflexible tradition described by Burke and PVCHR and the egalitarian harmony in which Ashoka takes pride was outlined, and the defence of tolerance praised by the latter surprised a great deal of people. Only 15 years ago, the debate about the irreconcilable character between the universal human rights and the so-called Asian values was at its peak. The defence of the latter was based on the supposed incompatibility of human rights with traditional principles, which prize order and collective values above individual freedom. According to their supporters, the pre-eminence of Asian values prevents the degradations of customs characteristic of the Eastern way of life. This argument was used by governors such as Lee Kuan Yew, ex prime minister of Singapore, who took it to new practical dimensions by popularising the idea that authoritarian leadership favours economic growth.
The comparison between Asian values and human rights promoted by the liberal Western democracies is based on a rather vague idea, as it is impossible to encapsulate the complexity of Asian traditions in a sole concept. Yet, it does work as an agglutinating element for different countries who share economic and moral arguments in order to avoid intromissions. The Chinese model of rapid growth and political inflexibility seems to support Lee’s theses: authoritarian pragmatism is more interested in the glorious national economic future than in the corsets of tradition.  In the case of India, human rights remained behind not only because of pragmatic visions of the future, but especially due to the urge to preserve the traditional elites as well as the society’s religious organizations. Given that Asia is a huge continent, each country finds its own reasons to avoid adopting the universal human rights completely.

The debate seems a little outdated nowadays, but the Asian scepticism towards the concept of human rights is still present. China still believes in the in the indispensability of the “iron hand” as a fundamental of economic growth. India, especially in rural areas, believes in the unquestionable defence of the cast system. The link between authoritarianism and economic development, which used to be considered characteristic of the Far East rather than of the Indian subcontinent, becomes evident in the Indian authorities. According to the last report published by Amnesty International, Mahomman Singh’s government focuses on economic growth at the expense of human rights.

The rise of Asian values and the doubts about Western ideas are also present in the current process of  the regional integration of human rights. After having walked a common path for 45 years, the ASEAN nations plan to approve a declaration of human rights in November. Experts who could see the text draft affirm that, contrary to the claims of Asian value supporters, the document doesn’t explicitly position the rights of the community over those of the individual. Yet, the declaration stresses the inviolable principle of no interference in the member states’ sovereignty, which diminishes its reach considerably.

The declaration is even more weakened by the geographic, religious and cultural disparity of the countries that compose ASEAN, where communist regimes, constitutional monarchies, multiethnic democracies and authoritarian city states are included. Among these countries, figures the always exceptional and metamorphosed Myanmar, whose opposition leader, Aung San Suu Kyi, is one of the regional political figures, who has most criticized the Asian values as impermeable against the universality of the human rights. Faced with the disparity of values and interests, the Asian nations don’t find common objectives that would help them reach a consensus in the declaration. Contrary to what happened in Europe, where the rise of communism and the trauma of Nazism provide solid arguments for the European Convention of Human Rights, the motivations in Asia seem less imperative and more linked to each state’s predilection.

Disagreements on this and on other issues occur in various continents, not only in the Asian one. Yet, it is in Asia where we can find some of the most outstanding examples of banishing human rights in the background. It seemed to have been of little use that Amartya Sen stressed in 1997 that economic success doesn’t depend on the “iron hand”, but on improvement in education, on land reforms, on investment incentives and on the rational use of international markets. Lee’s theses seem particularly appealing in a moment Europe shows its economic deterioration and restricts many rights European citizens have enjoyed until now. The rise of Asia and the decline of the West keep giving cultural evidences that human rights are not an obstacle for national sovereignty nor economic growth.

För ett par månader sedan kunde de konstatera att kampen till slut börjat ge resultat. Efter en anmälan från den indiska människorättsorganisationen PVCHR beslutade högsta domstolen i Orissa att gå till botten med anklagelserna mot barnhemsföreståndarna – som under en längre tid haft besvärande uppgifter emot sig. Fallet har uppmärksammats i flera indiska medier, där misshandeln omskrivs som ”barntortyr”.

NHRC issued notice to DGP, Assam in respect of 40 yrs old women

Indian government should repeal sedition law



In October, J. L. Chugh, joint secretary of the Indian Home Ministry, issued a statement to the local People's Vigilance Committee on Human Rights in India, and said a hearing would be convened to discuss the sedition law, according to CPJ's review of the statement. But the notice did not include a date or offer further details about the hearing. Two months have passed since that communique without further indications from your government about a specific timetable for addressing this critical issue.

New Delhi: A 23-year-old medical student in Delhi is struggling for her life after she was first gang-raped and then beaten with an iron rod for nearly 45 minutes in a bus last night. She has blunt injuries on her face and abdomen, her intestine is badly damaged and multiple surgeries have been performed on her since last night. She is currently on a ventilator.

A male friend who was with her and tried to protect her was also attacked with the same rod on his head. He has been released from hospital and has been helping the police with its investigation.

The victim and he were thrown out of a moving bus in Mahipalpur in south Delhi last night at about 10:30 pm. They were discovered lying semi-naked near a flyover from where they were moved to hospital.

News agency IANS reports that four people have been detained for the crime; two buses have been impounded.

The victim and her friend, who works with a software firm, watched a movie at Delhi's Select City Walk mall in Saket last night; they then boarded a "whiteline" bus for Dwarka - these are buses managed by
private operators that supplement Delhi's public transport.
Sources say there were five or six people on the bus when the couple boarded.

About 10 minutes later, a few people on the bus began harassing the woman, said a relative of the boy who was accompanying her. "They took out a rod and beat him badly and then dragged her to the bus cabin
where they raped her," the relative shared.

The police have questioned about 20 people so far; some people have also been detained. However, no arrests have been made so far. The police is monitoring CCTV footage collected from the area where they
boarded the bus and from where they were thrown off the bus. Sketches of suspects are being prepared based on the description shared by the victim's friend

PVCHR observed Minorities Rights Day


Today PVCHR observed Minorities Rights Day in four district of Uttar Pradesh with focus discussion on strengthening human rights institutions in India and also through human rights street movements. The objective of the Observance shall be highlighting rights of Minorities, Protection and Safeguard of the rights of the Minorities as enshrined in the Constitution of India.

During this auspicious day PVCHR shared the analysis report showing NHRC discrimination between Hindu and Muslim survivors.

The Commission had a major role in protecting the rights of the minority communities and in bringing about better understanding among the various religious minority communities.

In order to strengthen the cause of the minorities, the United Nations promulgated the “Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities” on 18th December 1992 proclaiming that:

“States shall protect the existence of the National or Ethnic, Cultural, Religious and Linguistic identity of minorities within their respective territories and encourage conditions for the promotion of that identity.”

PVCHR office received a 23-year-old woman Neelam (name changed) who was in trouble due to the atrocities by her husband. He used to abuse her every now and then, attacked her dignity in public by humiliating her in front of people, sexually assaulted her and made MMS. She suffered all this at the hand of her husband. She was not allowed to talk to any of the relatives, friends or neighbours and was threatened of dire consequences if she would speak to someone.

It is possible that his previous wife too was tortured like this and out of frustration she committed suicide in the house. However he could convince the in-laws and there was no case filed against him therefore he has a high spirit to commit such offences against the woman he marry. He would take names of musclemen while talking and flaunt their names as in close proximity. One the victim tried lodging a complaint with the Khojwa police-out-post but instead of listening to her woes the cops there tried to convince and threaten her to go back.

Once when she was upset with the torture of her husband she escaped to her mother’s house. But then he sent her a packet in which there were her clothes that were cut in to tiny pieces. He told her that I have sent your clothes now but if you do not return back soon I will do the same with your children so if she wanted has children to live she should come back. Even then she refused to go back. Then her brother Shyamsunder was lifted by cops and held captive in the police station. He was set free only when she went back.

Testimony of Neelam

I am Neelam (changed name) age 23 years. My mother is Munni Devi and father late Ramnarayan Chaurasia, a resident of Samne Ghat (Shivaji Nagar Colony) police station Lanka, Varanasi, Uttar Pradesh. We are a family with two brothers and four sisters, of which I am the youngest sister.

I was sent by my mother along with a neighbourhood woman Kiran, who used to frequent our place often in Shivaji Nagar to get a picture clicked for my marriage. After getting the picture clicked the woman took me to Sandesh restaurant telling she wanted to offer me some sweets. But after some time there came a man called Sunil son of Kanhaiya Gupta, resident of B24/151, Kashmiri Ganj, Ram Mandir, Khojwa, police station Bhelupur along with few other friends. He came with friends Vinod, Dhobi, Banti and Lamboo and a lawyer and asked me to sign a paper. I started crying when they forced me to do so and I said how could I do this how could I marry like this? I told them my mother was not here and I cannot sign but Kiran forced me to sign. This was June 26, 2005.

Four days later I was forced to marry with him at a Shiv temple and he then took me home. As soon as I reached his home he started misbehaving with me in front of his other family members and when I resisted he slapped me in front of them. I was not aware about his family till then. It was after reaching his house that I got to know he had a son and a daughter (who were 17 and 15 years of age by then). I was not aware of all this till then. By the evening I told him that I will not stay any more with him then he convinced me to stay on making an excuse of illness. I thought it to be fait accompli and became ready to stay.

But my husband was a horrible man who abused me every now and then. There was nothing in between us as there is a sweet relationship between husband and wife in common. He never treated me like wife. Whenever I asked to leave for my mother’s house he would refuse permission. He made sure I do not talk to anyone in his family, among his relatives or friends. He had asked everyone and threatened them to stay away from me.

He never treated me like a wife is treated by her husband and neither did his family members considered me their daughter-in-law. In fact I never got treated as human in that house. My parents were not allowed to some and see me either.

My husband made MMS of our physical relationships and whenever I refused to make a relationship he threatened me that he would make those MMS public and defame me. He regularly threatened me that he would kill my brother.

His previous wife too had committed suicide probably out of this behavior in the house. However in absence of a legal case he is thinking himself safe.

My husband has been involved in many criminal activities. He takes names of musclemen while talking and flaunt their names as in close proximity. Once I had gone to lodge a complaint with the Khojwa police-out-post but instead of listening to her woes the cops there tried to convince and threaten me to go back.

Once when I was upset with the torture and escaped to her mother’s house he had sent me a packet in which there were clothes that were cut in to tiny pieces. He told me that I have sent your clothes now but if you do not return back soon I will do the same with your children so if I wanted children to live I should come back. Even then I refused to go back. Then my brother Shyamsunder was lifted by cops and held captive in the police station. He was set free only when I went back.

Sunil used to inject me medicines meant for mentally challenged person to make me mentally weak. My face went dry and I could not even take care of my little son who is 5 years old. When I became very ill due to the adverse impact of the medicines I was admitted to Banaras Hindu University (BHU) under a famous psychiatrist. There at the hospital the counselor asked me why I was not willing to live with my husband but out of fear I could not tell them the exact situation. Sunil has already fed the doctors and staff that his wife was not willing to live with him neither did she wanted to go anywhere with him.

Sunil used to change his behavior in front of others and acted as if he loved me a lot. His acting could have confused anyone.

Sunil continuously tried to make me mentally weak and often said if I die he would get enormous money. He had got my life insurance done.

Once when I was under serious impact of the medicine he gave me a horrible hair cut and then called up everyone to show me and said see she has gone mad and done such a haircut. I was unable to understand anything then and thought what was going on with me. Even today thinking of those days gives me chill.

If I go back my husband will kill me. I love my son a lot and want to live for him. To all I plead that if they want me to live I shall not be sent back to my husband’s house as I cannot live with him in any condition. I shall be given divorce and my son should be saved.

On 5th December, 2012 PVCHR sent letter to Director General of Police, National Women Commission, National Human Rights Commission, Hon’ble Chief Minister of Uttar Pradesh, Home Secretary, Central Home Secretary, Senior Superintendent of Police and Shri Rahul Gandhi.

In spite of taking action police is giving threat to Neelam’s brother Shyam Sunder and due to fear he ranged to Neelam and said that she had to produce in Bhelupur police station for making statement.
Sunil Gupta along with one person came to PVCHR office on 16th December, 2012 at 8:30 pm when Lenin Raghuvanshi was in Mumbai. He talk with Ms. Shruti Nagvanshi, Managing Trustee of PVCHR for more than 45 minutes and continuously making pressure and willingness to meet his wife. It is a threat to  the security of Neelam and the activists of PVCHR.

 Dear Sir/Madam,

We would like to draw your attention towards the case of one Neelam (name changed) 23 years, daughter of Late Ram Narayan Chaurasia and mother Munni Devi a resident of Samnne Ghat (Shivaji Nagar Colony) police station Lanka, Varanasi district – (Uttar Pradesh), who was forcibly married on June 26, 2005 in Varanasi district on the basis of forced signature on the documents in present of a lawyer and few others at Sandesh restaurant. The elderly husband Sunil Gupta, son of Kanhaiya Gupta, resident of B 24/151 kashmiri ganj, Ram temple, Khojwa, police station Bhelupura, Varanasi forcibly married the victim and in the marriage one another woman Kiran acted as pimp.

It may be noted here that just after marriage process was over the husband Sunil Gupta took of her clothes and attempted to forcibly make physical relationship. The episode was repeated just as the woman reached her in-laws house. As she refused to such a relation she was subjected to brutal beating, burnt and not only this but her brother was lifted by cops and held captive and threatened to be killed. All this went on for years and a son Ansh was born who is now 5 years old but there was no change in the behaviour of the husband. The husband used to attempt to make physical relationship with the victim in front of her brother and as she refused he took her clothes off and beat her up.

Fed up the woman once mustered courage to go to Khohjwa police out post but the cops sent her back.

Once she managed to escape to her mother’s house but she had to come back as her brother was held captive by the cops and she was told unless she comes back her brother will not be left free. After this episode the behavior of the husband worsened. Once she was given horrible hair cut by her husband when she was under deep impact of the medicine given to her forcibly. Her state was shown to all to declare her insane. Now children in the locality too considered her mentally challenged and treated her as mad. All this has made deep impact upon her mental status.

Public sexual harassment, naked parade, mental torture was all that she had to suffer and despite all this she managed to escape. Her husband and local police are still following her. Her parents are being threatened.

The victim managed to reach district court premises where few lawyers and human rights workers listened to her woes and brought her to PVCHR. Here she was provided support on the basis of the self explained case (testimony) but her mental status is still the same and she fears a lot.

Sir/madam, even today in the civilized society there exist people who consider woman a object of consumption and someone who can be put to extreme torturous situations and this is a blot for the society. If action against such a husband and guilty police officers is not taken something adverse will happen to pollute the society.

It may be noted that prior to this woman his previous wife too was subjected to torture and was killed but he entered in to a agreement with his in-laws then and hushed up the matter. He is in proximity with few local musclemen and goons and uses the impact to keep those angry with him at bay and they fail to make complaint against him. With his clout he managed to impress circle officer rank and senior officials in the police department and those officials fully support him.

With the help of his connections and impact only he managed to get the victim treated for mental illness at the Banaras Hindu University (BHU) so that she can be declared mentally ill. He has made MMS of his physical relationship with her and threatens to make it public. According to the victim he has got insurance done for her and she fears she might be eliminated for that insurance money.


On 5thDecember, 2012 PVCHR sent letter to Director General of Police, National Women Commission, National Human Rights Commission, Hon’ble Chief Minister of Uttar Pradesh, Home Secretary, Central Home Secretary, Senior Superintendent of Police and Shri Rahul Gandhi.

Welcome the European Parliament resolution against caste system

PVCHR heartily welcomes the European Parliament resolution on Caste Discrimination in India. The European Parliament (EP) today sent a strong message of solidarity to millions of victims of caste discrimination in India and other parts of the world. We also urge to the authorities to live up to their pledges to end this serious human rights problem and ensure protection of Dalits and other vulnerable groups

In Solidarity with Barefoot Human Rights Defenders


Way back on 3rd March, 2011, PVCHR called upon Human Rights Institutions, Human Rights Defenders and other civil society groups to observe9th December each year as Human Rights Defenders Day. This demand was supported by over 260 Human Rights Defenders representing 45 Organisations across Uttar Pradesh. On 9th December, 2011, PVCHR not only organized the First National Convention on Human Rights Defenders in Varanasi but also honoured some of the HRDs. We are glad that Justice Sri K.G.Balakrishnan, Chairperson, National Human Rights Commission (NHRC) in his message to the HRDs has shared our belief.  We thank NHRC for acknowledging the contribution of the HRDs in the work of the commission’s mission for protection of human rights in India. On its part the HRDs appreciate the formation of a focal point in NHRC considering the risk and real time support the former need.  It goes without saying that the HRDs have played an important role in mobilizing victims to strengthen the complaint mechanisms of the commission not only to strengthen the process of access to justice from the commission but to highlight the extent of human rights violations in India. Increase in number of complaints registered in NHRC from 496 in 1993-94  to 95,174 in 2011-12 clearly bears a mark of the role HRDs and other civil society groups.
The observation of 9th December will not be a day to celebrate in anyway, but to rededicate ourself  for strengthening the human rights movement in every corner of the country to build a society of dignity and justice. The HRDs will continue to face threats, intimidation and reprisals both from state and non state actors. The non state actors are operating as state actors and the state agencies are at the command of non state actors. The freedom of the citizens of a free nation is at stake. The degree of threat is always larger in the rural and remotest part of the country. The sacrifice of all those HRDs and their family members will not go waste. We resolve to establish a just and democratic society based on constitutional values. 
We also take this opportunity to thank all those national and international agencies, individuals who   believed and supported the politics of Human Rights Defenders across India.
However, we appeal all the freedom loving people to go through the following case which is pending in NHRC. This case highlights the state of HRDs in India.

 The Commission received a complaint dated 1.4.2010 from Shri Nand Lal Shukla, President, Manavadhikar Emergency Helpline Association, Sant Ravidas Nagar, Bhadohi, UP and a human rights defender, alleging that the then Addl. Supdt. of Police, Sant Ravidas Nagar, Uttar Pradeshy - Ms. Ruchita Choudhary  called him and asked him to withdraw his statement in a complaint case no. 224/24/73/09-10 earlier submitted by him before the Commission pertaining to one victim Vinod Kumar Dixit.  He further alleged that when he showed reluctance, the Addl. Supdt. of Police, Sant Ravidas Nagar threatened him and stated that the investigation is being done against him and after lodging FIR, his limbs will be broken.  In the light of the apprehension of false implication and threat to life, a prayer was made before the Commission for intervention and justice.

Pursuant to the directions of the Commission dated 09.04.2010, the matter was got enquired through DIG Vindhyachal Range, Mirzapur.  The  report dated 12.07.2010 mentions that in the light of investigation pending against the complainant and in view of anticipation of action against him, false allegations were  leveled in the complaint.  No action, therefore, appeared necessary on the complaint.  It was also mentioned in the repot as regards release of Vinod Kumar Dixit by the then SHO Gopiganj, Mangla Prasad Chaturvedi, after accepting money, departmental action against him had been initiated under the relevant rules.

 In his comments on the above report, the complainant  his letter dated 24.9.2010 reiterated his allegations also stating that investigation against him was being carried out by Addl. Supdt. of Police, Ruchita Choudhary with a view to protect the then SHO from he action against him, although the Commission had made a recommendation for monetary relief after finding the SHO guilty.  It was also mentioned that there was no case registered against the complainant either in Sant Ravidas Nagar or in any other part of Uttar Pradesh or anywhere else in India.  However, his brought living in Mumbai was unnecessarily harassed by police from Bhadohi on the pretext of an enquiry and the Polide did not find anything adverse against him.  The accused Addl. Supdt. of Police continued to threaten the complainant and therefore, a prayer was  made for an indeptn3ednt inquiry.

 While considering the matter, the Commission on 24.3.2011 directed Director General (Investigation) of the Commission to have the matter investigated by deputing a
competent team of the Commission and submit a report within six weeks.  The Investigation team of the Commission submitted a  report wherein the allegations made in the complaint were not found substantiated.

The Commission while considering the matter on 3.1.2012 directed to call for the replies to the queries from the DGP, UP i.e. to inform - If he had received a complaint from SI  M.P. Chaturvedi;  If this was in writing, to send a copy to the Commission; If it was oral, what the contents were and how it was received; what instructions he conveyed on it and to whom.  The Commission also directed SP, Sant Ravidas Nagar to inform  whether a complaint from Chaturvedi was referred to him by the DGP, UP; What the complaint was; and What instructions he conveyed on it and to whom.

 The Supdt. of Police, Sant Ravidas Nagar, Bhadohi in his letter dated 23.1.2012 mentioned that the police personnel SIs Mangla Prasad Chaturvedi and Jai Kishan Verma found guilty had been awarded penalty of reduction to the lowest stage of pay in the time scale of pay for a period of 3 years each.  DGP, UP vide his letter dated 9.2.2012 informed that the  Supdt. of Police, Sant
Ravidas Nagar, Bhadohi had vide letter dated 4.2.2012 submitted that Shri Mangla Prasad
Chaturvedi has made a complaint against Sh. Nand Lal Shukla about his involvement in various illegal activities as well as his association with the criminals. The DGP had directed the SP, Sant Ravidas Nagar, Bhadohi to enquire the matter and to submit a report. 

While considering the matter on 1.3.2012, the Commission observed that it was apparent that Sh. Nand Lal Shukla was intimidated and harassed by the Addl. SP Ms. Ruchita Choudhary on the pretext of a pseudonymous complaint because he exposed police malpractices and this Commission, vide its proceedings dated 4.2.2010 in the case No.224/24/73/09-10, directed to issue a show cause notice u/s 18(a) (i) of Protection of Human Rights Act and action against guilty police officials in the matter. Therefore, Sh. Nand Lal Shukla must be paid adequate compensation under  the provisions of the Protection of Human Rights Act, 1993 for violation of his human rights by a senior police officer of the State.

 Accordingly, the Commission on 1.3.2012 directed that a notice u/s 18(a)(i) of the Protection of Human Rights Act, 1993 be issued to the Govt. of UP, through its Chief Secretary, requiring him to show cause why compensation be not recommended to the victim Sh. Nand Lal Shukla. 

 The Chief Secretary, UP was also asked to initiate suitable punitive action against Ms. Ruchita Choudhary, the then Addl. Supdt. of Police, Sant Ravidas Nagar, Bhadohi for intimidation and harassment of Sh. Nand Lal Shukla on the pretext of a pseudonymous complaint. It must also be inquired why and how many times police officials were sent to Mumbai in this matter and whether the letter dated 18.3.2010 said to be signed and issued by Sh. Karamveer Singh, the then DGP, UP is genuine or otherwise.  DGP, UP was also asked to ensure security for the complainant.

In response to the Show Cause Notice dated 6.3.2012,, Secretary, Home (HR) Deptt, UP vide his letter dated 01.05.2012 submitted a copy of report dated 20.4.2012, received from Addl. DGP (HR), UP along with the report dated 17.4.2012 received from sP, Sant Ravidas Nagar mentioning that there was no evidence found during enquiry about threatening to Shri Nand Lal Shukla and harassment caused to any one in Mumbai.  There was, therefore, no justification for grant of monetary relief to the victim (complainant). Sh. Nand Lal Shukla in his letter dated 20.4.2012 submitted that after coming to know about the issue of Show Cause Notice, Addl. SP,  Ruchita Choudhary contacted Senior police officer for creating pressure.  The police was trying to hush up and save the officer from action. He has, therefore, prayed for independent investigation and justice.

 The matter was placed before a Division Bench of the Commission on 03.10.2012 when it inter-alia observed and directed as under:-
“In view of the report received it is apparent that the activist is being harassed.  No response has been received to the show-cause notice issued by the Commission.  

 Considering the facts and circumstances of the case and  that the said Nand Lal Shukla is a genuine Social Worker, acting   as a defender of human rights, the Commission would like to have the presence of Additional Superintendent of Police, Ms. Ruchita Choudhary and Superintendent of Police, Sant Ravi Das Nagar before the Commission on 12 the  December, 2012 at 11.00 A.M.”

 Pursuant to the above directions, Summons dated 10.10.2012 were issued to Ms. Ruchita choudhary, Addl. Supdt. of Police (R), Kanpur Nagar, UP and Supdt. of Police, Sant Ravidas Nagar calling upon them to appear in person before the Commission on 12.12.2012 at 11.00 A.M.
