Direction issued by the CommissionMs. Shruti, Managing Trustee, People Vigilance Committee on Human Rights vide her complaint dated 3.9.2012 inter-alia alleged that Chander Shekhar, aged 2 years and Kumari Mandodri, aged 7 years son and daughter of Shri Shiv Kumar, resident of Village Raunp, District Sonebhadra have been suffering from acute malnutrition. She requested appropriate action in the matter. Pursuant to the directions of the Commission dated 4.10.2012, District Magistrate, Sonebhadra, Uttar Pradesh vide his letter dated 27.6.2013 has forwarded a detailed report of joint enquiry conducted by SDM, Chief Medical Officer, Food and Supplies Officer, District Welfare Officer and 5 others. The report admits that master Chander Shekhar and Kumari Mandodri have been suffering from malnutrition. They had been getting treatment from the hospital from time to time. On 23.11.2012, a medical check-up of the children was conducted and it was found that Mandodri, daughter of Shiv Kumar suffering from Malnutrition with Anemia with Splenomegaly. Chander Shekhar, son of Shri Shiv Kumar also victim of malnutrition. Both of them were admitted in Nutrition Rehabilitation Centre, Sonebhadra and given treatment. Smt. Bitani, mother of the children, was again advised on 13.3.2013 to admit the children in the Nutrition Rehabilitation Centre, Sonebhadra but she did not agree for the same. The report further says that Smt. Bitani has been living with her children separately from her husband at her father's house. The Antodaya Ration Card issued in the name of her husband, Shri Shiv Kumar has been handed over on 25.3.2013 to her. Now, she can draw 35 kilograms food grains, sugar and other articles for Rs.95/-. The report further mentions that Ghasiya Basti, where Smt. Bitani has been residing is just 1 kilometer away from the District Hospital. The Nutrition Rehabilitation Centre is located in the said District Hospital where nutritious food is supplied free of cost. Besides, the other children of Ghasiya Basti have been going to the school, getting scholarship, dresses, books and mid-day meals. Old age pension and widow pension is also being given to the senior citizens and widows of Ghasiya Basti. It is also mentioned in the report that 69 job cards have been issued to the residents of Ghasiya Basti under the Mahatma Gandhi National Rural Employment Act and Smt. Bitani is also a holder of one such job card. Rs.142/- per day is given to the job card holder who volunteers to offer his/her services. In view of the report, no further action by the Commission is called for. The case is closed.
