New Delhi, October 17th, 2012
The National Human Rights Commission has issued a notice to Chief Secretary, Government of Uttar Pradesh to submit report within four weeks into allegations made in the news report that four houses belonging to Dalits in Bhita Village in Allahabad were demolished by members of upper caste. Reportedly, the assailants took away the steel, cement and other construction material lying there. They also injured five Dalits when they tried to oppose them.
Allegedly, the police did not register an FIR, when members of Dalit community approached them.
The Commission has observed that the content of press report, if true, raise a serious issue of violation of human rights of Dalits.
The news report was forwarded to the Commission by a complainant.

To
THE CHIEF SECRETARY
GOVT. OF UTTAR PRADESH, LUCKNOW
Whereas the Complaint/Intimation dated 10/10/2012 recieved from DR. LENIN, EXECUTIVE
 DIRECTOR in respect of REENA DEVI,URMILA DEVI,MOHAL LAL,PHOOL CHHARI DEVI
was placed before the Commission on 17/10/2012.
And Whereas upon persuing the Complaint the Commission has passed the Following order:
Dr. Lenin, General Secretary, Peoples' Vigilance Committee on Human Rights, vide 
his letter dated 26.9.2012, has forwarded a newspaper report captioned, "Dalit Basti 
Par Dhawa Bol Char Makan Dhaai" that appeared in a local newspaper, 'Jansandesh Times',
 dated 15.7.2012. He requested appropriate action in the matter. The press report alleges 
that four houses belonging to Dalits in Bhita Village in Allahabad were demolished by 
members of the upper caste. The assailants took away with them the steel, cement and 
other construction material lying there on a tractor trolley in the presence of police. 
The members of the upper caste also injured five members of the scheduled caste 
community when they tried to oppose them. It is also alleged in the report that the
 police did not register an FIR, after it was approached by the victims. The contents
 of the press report, if true, raise a serious issue of violation of human rights of Dalits. 
Issue notice to the Chief Secretary, Government of Uttar Pradesh and the District Magistrate, 
Allahabad to submit a report in the matter within four weeks.
Now therefore take notice that you are required to submit the requested information / Report
within from the date of reciept of this notice.
Take further notice that in default the Commission may proceed to take such action as it
deems proper.
